California Real Estate Benefit Plan (CREBP) 

Historical Perspective 

The CREBP Program had its genesis with a grass-roots effort that began in the 1980’s.  This was a time when it was more common for Local Real Estate Associations in California to have medical plans for their members.

At that time, Local Real Estate Associations in the Bay Area, including Napa, Antioch, Contra Costa, San Jose (and others) all had association medical plans for their members. 

During the early 1990’s, the California legislature enacted AB 1673 creating a platform for medical insurance to be offered to small employer groups.  Existing Association medical plans that qualified became part of this legislation. 

This process enabled those existing plans to be classified (by the legislation) as a “Guaranteed Association” program (with local associations known as “Component Chapters”).  These programs were then required to be registered with the CA. State Dept. of Insurance by the plan provider (insurer).  One of these programs registered was the California Real Estate Benefit Plan (CREBP).

During the next decade, other Local Real Estate Associations (Component Chapters) in California were added to those eligible for the CREBP program.  During this time, Beverly Hills/Greater Los Angeles, Monterey, Newport Beach, Oakland, Orange County, Pacific West, San Diego, San Mateo, Solano, Western Contra Costa all were added making the program available to their members. 

In 2004, the plan provider (PacifiCare) allowed the CREBP program to be made available to all Component Chapters of Local Real Estate Associations in California.
